Loot of Public Money by Granting Illegal Promotion Violating GoI Directives: A Case of Loot of More Than 150 Crores With Accuring Monthly Loss of Approx. 60 Lakhs a Month

Chandigarh Feb. 05, 2021:- Ministerial & Secretarial Employees Union, PGIMER, Chandigarh is holding this Press conference due to highly corruptious behavior of the PGI Administration towards the serious issues raised by the Union.

Union of PGI Employees raised the issue in consonance with the directions, orders and directives of the GoI on recommendations of the 2nd Cadre Review implementation at PGIMER, Chandigarh. The Government of India issued directive vide letter dated 06.08.2001 restricting the promotional avenue in the Ministerial cadre on the lines of the 2nd cadre review orders, however, Institute through its middle level Officers severely violated the directives of the GoI by granting financial and promotional benefits to the class without any conceptual hierarchy directed by the Government of India, Ministry of Health & Family Welfare. 

The Institute acted arbitrarily & illegally by allowing financial upgradation to the Clerks of the Institute who never ever accepted the directives issued by the GoI vide directive letter dated 06.08.2001 and granted provisional up-gradation to the Clerks of the Institute on provisional basis vide Office Order dated 24.03.2001 allowed to be continuedly disrbursed till date inspite of failure of the acceptance of condition allowing financial up-gradation in the order dated 24.03.2001.

This is not only the height of illegality but the PGI administration also allowed promotions to the ineligible class without following the Government of India directives dated 06.08.2001 and grant promotions to the category where there is no description and enforcement of the Recruitment Rules. The Union has been representing both the issues after the failure of the PGI Employees Union (Non-Faculty) and it is since more than one year that the PGI administration has failed to even discuss and deliberate the issue because of involvement of the middle level officer who has already been assaulted for his misconducts for taking bribe and has acted in the similar manner to bury the voice of the Union. 

Since, the recruitment of the concerned Officer as well as his working are question with the Institute as he has taken dual Ex-servicemen advantage for getting re-employed in the Civil services which is a separate issue but his intention to sit on the charge without having any sanctioned post for dealing such cases shows the clear nexus.

The ministerial staff associated and posted in the concerned Establishment dealing with the issues raised buy the Union are themselves the culprit being the beneficiaries as already indicated above and biggest shotism is that they themselves are dealing with the files wherein the objections have been raised by the Union.

The Union has already reported the matter with the Government of India, Ministry of Personnel, Public Grievances & Pensions, Chief Vigilance Commission, New Delhi, Chief Vigilance Officer, Chandigarh, Chief Vigilance Officer, PGIMER, Chandigarh, Head of Bureau, Senior Superintendent of Police for getting inquiry into alleged charges against the PGI Administration. 

It is also a fact that the not only the Union Health Minister, the President of the Institute, but as well as other Government machineries like Vigilance department, Greivance Redressal Reforms, Police Department, Economic Offenses Wing are misguided with unilateral at the level of the PGI Administration without allowing the Union to present and project the factual positons about the ill acts of the Institutes.

Keeping in view the corruptious, adamant, illegal & unwarranted behavior of the Institute, the Ministerial & Secretarial Employees Union is forced to go for National Press conference after exhausting all the remedies of Government machinery and the prevellege of power being misused by the Adminstrator of the PGIMER, Chandigarh as well as his failure to put nail in the nose of the culprits manipulating the directives of the GoI to continue with the State Ex-chequer to the State which has been accounted as more than  Rs. 150 crores with monthly accuring amount of Rs. 60 Lakhs. 

This is the case of exceptional type of corruption and loot of Public money wherein promotions to the hierarchy has been allowed in violation of the directions / directives of the Government of India and enjoying the disbursement of the Public money in the shape of enhanced salaries so that Audit objection can even not arised that how such payments have been allowed to the such beneficiaries.

The Audit party has also failed to place on record that how the budget allocated to the PGIMER, Chandigarh under Planned budgetary head for the sanctioned posts to the Institute, is being utilized on other budgetary heads for which Union has also filed RTI but the Financial department has failed to supply the information.

Through this Press conference, we the office bearer of the Ministerial & Secretarial Employees Union limelight the corruptious act and loot of State Ex-chequer and is fully prepared to supply all the documents support to allegations leveled against the PGI Administration. We would also appreciate if the comments of the Director, PGi are also sought towards the allegations alleged on the PGI Administration by the Union.

Apart from this, following other issues with serious concerns have also been raised where no action of the administration towards preventive measures have been taken till date:

1. OA. No. 179 of 2017 was the result of the illegal selection of Office Superintendent which was struck down by the Vigilance Cell but are still working on those critical seats where the matter is being dealt.

2. Posting of the supervisory staff / other staff in violation of the Chief Viglance Commission guidelines and Supervisory staff is allowed to continue the present place of posting on which they have been promoted. Office Superintendent (FAX), Office Superintendent (Room Allotment), Office Superintendent (Diary), Office Superintendent (Desptatch) etc. The administrative work has been hampered so badly that Supervisory staff is performing the new entrants job responsibilities.

3. There is no post of Senior Administrative Officer (T), however, just to oblige and misutilization of the post, Hospital Administration has been allocated with the profile of Senior Administrative Officer post.

4. Almost 40% percent of the ministerial cadre posts are lying vacant for the want of moving of channel so that resultant vacancy can occur and sanctioned posts can be filled diverting the financial sanctions to the post and spending them on other budgetary heads.

Other cadre related issues gradation list, closing of roster points on each calendar year, implementation of Post Based Reservation Roster, following of Citizen Charter issued by PGIMER, Chandigarh while disposing the representation of the employees have also been raised.
