Ex-Service men Movement Punjab organizes Seminar cum Brainstorming Session for Defence Personals

Chandigarh 24th September:- Indian bureaucracy has been pursuing a relentless campaign in last 40 years to downgrade the status of defence forces personnel with respect to All India Services. Their main aim is to reduce the status of a commissioned officer equal to Group B services officers i.e. more or less closer to officers of a state (HCS/PCS).  Your kind attention is drawn to the following issues and actions taken by bureaucracy. These points have been discussed in the Seminar cum brainstorming session, which was organized by Ex-Service men Movement Punjab at chandigarh press club here today. The session was attend by  Office Bearers of ESM-P ( Ex-servicemen Movement Punjab ) Col B S Rangi-President ESM-P ( Ex-servicemen Movement Punjab ), Wing Cdr Gulzar Singh Mathauda-Vice President ESM-P, Col M S Bajwa-General Secretary ESM-P, Maj P K Dharmani - Member Core Committee : Gave presentation on Armed Forces Ranks vis-a-vis All India Civil Services. The Guest Speakers /on the occasion were Lt Gen S S Brar, Lt Gen P N Hoon (Spoke on Martyrs Families Welfare Initiatives) and Maj Gen Satbir Singh, who Spoke on OROP (One Rank One Pension).
a) ARTICLE 310 OF THE CONSTITUTION OF INDIA -The Status of a defence forces personnel is clearly defined as equal, if not superior to all India services, vide article 310 of the Constitution of India. Yet repeated and continuous attempts have been made by bureaucracy in last 40 years to defy the Indian Constitution. 
b) WARRANT OF PRECEDENCE - This document, issued both by President Secretariat and Ministry of Home Affairs, lays down the seniority and relative status of Government functionaries starting from President of India till a Junior Clerk. Yet the bureaucrats in Ministry of Defence have been deliberately ignoring it. Their last letter dated October 2016 particularly has exceeded all the limits of proprietary and have equated commissioned officer with group B section officer.
c) PAY COMMISSION REPORTS  -  Successive Pay Commissions (all members are invariably from IAS/IPS cadre with no representative of defence forces) since 1973 have reduced the pay allowances and grade pays  of defence forces thereby indirectly lowering their status. This has particularly caused functional problems in various defence organisations where civilian and military officials work together. The insensitive bureaucracy has steadfastly brushed aside all representation by defence forces and anomalies of even 4th Pay commission (1980) are still not sorted out.
d) NFU AND OTHER CASES-MoD refuses to implement NFU  for Armed Forces Officers despite having been given to all Group A services, and despite Armed Forces Tribunal  judgment.  It refuses to provide file Notings related to reasons for denial of NFU, as main reason being cited by Babus in MoD is that, AS PER THEM ARMED FORCES OFFICERS CADRE IS NOT A GROUP A SERVICE, but a Group B service, to whom NFU is not applicable, thereby deliberately downgrading  our status with malafide intentions.
e) FUNCTIONING OF MINISTRY OF DEFENCE -
i) Armed Forces Offers have always been equated with All India Services Offrs. JCOs of   Armed Forces have been accorded status equivalent to Group B Gazetted officers by an Act of          Parliament vide Section 3 (xii) of Army Act 1950, but MoD has started equating them with Group C employees. Lts, Capts and Majors are being equated with Group B Officers, Lt Cols with Deputy Dir/ Under Secys (lowest Group A designation) and Cols with Jt Dir/ Dy Secys (2nd Group A designation). A number of letters on these degraded equations had been issued by MoD during last over 20 years and they have issued their latest letter CAO/MoD Note No A/24577/CAO/CP Cell dt 18 Oct 2016 equating Cols with Jt Dirs (2nd Group A designation), and implying equivalence of Lt Cols with Dy Dirs (lowest Group A designation), after misrepresenting facts to then RM.
ii)  The entire case has been fabricated by civilian babus over the years based on one fictitious/ non-existent unsigned letter bearing MHA’s name dated Oct 1968, which quotes Warrant of Precedence to equate Majors with Class II/ Group B Section Offers. When Services HQ finally took notice of these issues, the civilian babus got a letter issued from MoD dt 18 Oct 2016, taking RM’s approval through misrepresentations, formalising the downgraded equations. When lot of hue a cry was made by Armed Forces on Social media, RM detailed a three member Committee in Nov 2016, under instructions from PMO. However, this Committee has been detailed to establish Equivalence not amongst Defence Officers and All India Services officers, but between Defence Officers and AFHQ Civil Service officials, which is a Gp B Service Cadre. All documents/Govt notifications/ legal provisions/   court judgements etc regarding correct status of Defence Officers and JCOs are being brushed aside by MoD bureaucracy, giving primacy only to their own illegal/ irregular instructions.
iii) MoD bureaucracy has refused to implement principle of Universal applicability of Supreme Court/ AFT Orders and Ratio of Judgments   having attained finality to others similarly placed Ex-Servicemen. It implies that only those individuals ex-servicemen, who have won a particular case even in the Supreme Court, are to be benefitted and similar benefits arising out of the favourable judgments are being denied to similarly place other ex-servicemen.

ASIAN INDOOR GAMES: INDIA TO BE REPRESENTED BY CHANDIGARH COUPLE IN DANCE SPORT

Chandigarh 23rd September:- In a  major achievement for Tricity, Ms. Aashna Bagri (14) & Madhav Banati (16) trained by official Indian coach from All India Dance Sports Federation(AIDSF) for Salsa, Varun D S Rana, have been selected to represent India as the country's  First Salsa Couple, to Compete at Asian Indoor Games 2017. The Championship will take place in Ashgabat (Turkmenistan) on 25 & 26th September.
Participants from 15 countries are taking part in Ashgabat and competing for the Asian Indoor Games Championship 2017. The Indian team is being sent by All India Dance Sport Federation under the auspices of Indian Olympic Association.
One more couple from Chhatisgarh -- Arpit Jain (21) and Ms. Aishwarya Ranjan (18) will be competing in Latin American Category of Cha Cha & Samba. The young team is lead by manager Biswajit Mohanty and Coaches Vinod Shankar, Arvind Kumar & Varun DS Rana.
Ashna Bagri(14yrs) & Madhav Banati(16yrs) from Chandigarh trained under the guidance of Coach Varun DS Rana to become the first couple from India to compete in Salsa at the Asian Indoor Games, as it's just been introduced to the dance sport category.
Varun D S Rana said that it is a proud moment for Chandigarh. Moreover, this will change the life of dancers across the country as it will give them recognition, name and work.  The country will require instructors to train more number of dance athletes for upcoming championships at the National and International level.

Sant Nirankari Charitable Foundation Contribute in Tree Plantation to Re-Embark Mother Nature Journey

Taking a step further, under the guidance of Satguru Mata Savinder Hardev Ji Maharaj, Nirankari devotees participated in the Green City Drive launched by Times of India, Hero Group and planted around 20000 saplings of plants in Forest Herbal Park earmarked at Peer Muchalla, Zirakpur today.
On this occasion Chandigarh Zonal Incharge K. K. Kashyap said that Sant Nirankari Charitable Foundation with the support of Times of India Group, Hero Group, tree plantation was organized in Forest Herbal Park. Around 2000 Sewadal devotees of 15 branches of Chandigarh Zone participated in this drive of tree plantation.
K K Kashyap said that the principal commitment of the Sant Nirankari Mission has always been to improve the man’s quality of life through spiritual enlightenment or God-knowledge. He further said that this Green City Drive will also be organized in Delhi tomorrow, sponsored by the Municipal Corporation. In Delhi, it is actively supporting the Times of India campaign with 10,000 volunteers on Sunday. Similar cooperation will be given in Indore, Madhya Pradesh and later in Gurugram on October 1.
Punjab Pollution Control Board, Chairman K.S. Pannu said that there is dare need to increase the forest area, which is comparatively low as much is required. He thanked Nirankari Mission for their entire support.
Conservator of Forests, Charchil Kumar, IFS said that he is astonished to see the  excitement of the devotees towards their mother earth, that inspite of heavy rainfall they have planted saplings with great enthusiasm.

Boxing Based Punjabi Movie ”Kirdar-E-Sardar” is All Set to Drive-in Punjabi Cinema

Chandigarh 23rd September:- In the past time the Punjabi Cinema was able to show some new topics based movies to the audience. Being in the same phase, Happs Music in association with Ohri Production is coming up with its maiden project, “Kirdar-E-Sardar”, Which is a blend of action, emotions, drama and some religious aspects. The movie is directed by Jatinder Singh Jeetu and it is releasing on the 29th of September, 2017. The team of the movie was in town for the promotion. The film is a production of Happs music in assosiation with ohri production and has been produced by Happs Music n Jaswinder kaur.
The film stars Nav Bajwa, Neha Pawar, K.S.Makhan Raza Murad Dolly Bindra, Rana Jung Bahadur, Gurpreet Kaur Chadha, Barinder Dhapai, Suvidha Dhuggal Mahabir Bhullar, Tehalpreet Singh, Raj Hundal, Harpreet Singh Khehra, Jaswant Singh Jass and Amrik Randhawa.
On this occasion, the Director Jatinder Singh Jeetu said that the movie is full of action, emotions, drama and some heart touching religious aspects. The story has been penned down by the director Jatinder Singh Jeetu only. The screen play and the dialogues have been written by Kudrat Pal.
The lead actor Nav Bajwa said that he is very enthusiastic and happy to work in this movie with a wonderful team and is relying on the talent of the whole team and is confident of getting success. He further added that this story is an action drama and will be giving a social message to the audience.
Lead Actress, Neha Pawar said that we can’t reveal much about the story at the moment but the film is surely going to make a mark in a Punjabi cinema. She believes film-making is the greatest art and there is an unlimited scope of experiment and innovation, so she is ready and confident to be a part of this film.
Producers Jaswinder Kaur, Gopi Pannu, Balvir Kaur and Co-Producer Gurpreet Kaur Chadha, said that we are happy to work with the team of talented people and we want the film’s message to be propagated through our audiences the producers further added that the music of our film is our USP.
The film has five songs of different flavors. The list of singers includes Nachattar Gill, Nooran Sisters, Harshdeep Kaur, Lehmber Hussainpuri & Gurlez Akhtar & Abhishek. The tracks have been written by Vikramjit , Bal Butale wala, Yakoob, Manpreet Tiwana.
The movie is shot in Amritsar Beas Jalandhar, Jagraon, Shimla, Chandigarh Chail (Himachal Pardesh) & other locations and is releasing on 29th September, 2017. 


Lt. Governor Puducherry, Dr. Kiran Bedi Leads The 10 km Cyclothon

Chandigarh 23rd September:- Taking the awareness drive, initiated by Sadhguru, Isha Foundation to make the nation aware of the depleting rivers of India and the immediate need to revive them, a step ahead a cycle rally, lead by the Lt. Governor of Puducherry, Dr. Kiran Bedi was held in Chandigarh today.
According to a press release issued by the Isha Foundation, the Chandigarh Rally for Rivers Cyclothon , an awareness drive originated from  Sukhna Lake , covering a distance of 10 kms, culminated at the starting point. The Rally was flagged off jointly by Dr. Kiran Bedi Lt Governor of Puducherry and Kavita Singh MD CITCO.
Dr  Kiran Bedi herself did cycling for the entire distance of the rally along with many enthusiast bikers from the Chandigarh Cycling Club (CCC) and riders from various cycling groups across the tri city like Riders of Storm, a club within CCC. Diverse groups such as the Distance Runners Club, NCC & NSS groups across Chandigarh and of course enthusiastic volunteers from Rally for Rivers campaign and residents of the city also participated in the exciting cyclothon.
Supporting and endorsing the cause of the Isha Foundation in generating awareness about the depleting rivers of India, Dr Kiran Bedi said  that we are pleased to be part of this awareness campaign it is heartening to see the rising receptiveness around the country to save our fading rivers. She added that it is great to see the sea of people   together to fight for a common cause that threatens the country.
Dr. Kiran Bedi made an appeal that every weekend a rally should be organized for a social cause like cleanliness, child abuse, corruption, traffic awareness etc as a part of the drive to address problems of city. She mentioned that today's rally was her 106th weekend Rally, in continuity with the cycle rallies which she has been leading in Puducherry for connecting with people for common causes.

Ten-Day Dandiya Festival Kicks off at Chandigarh Haat

Chandigarh 22nd September:- Ten days Dandiya festival today kicks  off amidst lots of fanfare at Chandigarh Haat situated at Exhibition Ground, Sector 34, Chandigarh.  Bhavnagar based Dandiya dance troop “Aum Shiv Sanstha” lead by Heena Patel performed a scintillating show at Chandigarh Haat. This 22 troop has performed over 800 shows across the India and overseas. The troop is under the affiliation of West Zone Culture Centre, Udaipur and performed in their over 800 shows. The remarkable feature of the opening event was the participation of delegates from 21 countries participating in the ongoing International Youth Fest. The delegates thoroughly enjoyed the session. Chandigarh will have the cultural night featuring Dandiya on daily basis from 6 pm to 11 pm. The troop not only performs dandiya but also impart the basics lessons of this folk dance.
According to Heena Patel, Troop Cordinator, Aum Shiv Sanstha that it is a privilege for us to perform in front of culture loving people of Chandigarh. NASSCOM Foundation Launches 10th Edition of NASSCOM Social Innovation Forum in Partnership with Mphasis

Chandigarh 22nd September:- NASSCOM Foundation, in partnership withMphasistoday announced the launch of the tenth edition of the NASSCOM Social Innovation Forum (NSIF) – India’s largest platform to foster innovative use of technology to create sustained social impact. The program instituted since 2008, identifies, honours and supports, innovative Information and Communications Technology (ICT) based projects, products and solutions that have the potential to address critical gaps in key developmental areas and contribute to inclusive growth. 
Building on the solid foundation from the last nine years’ triumphs and learnings, NSIF is inviting entries from a diverse range of social innovators across NGOs, Social Enterprises and Social Start-ups.
With support from our donor partner-Mphasis, NSIF will award catalytic grants of INR 10 Lakhs each to the strongest tech innovations that are creating radical social impact in areas of Financial Inclusion, Healthcare, Environment, Education and Accessibility. The grants will be given to winners from across these thematic areas.
The projects will also be provided with a 12-monthSupport to Scale Mentoring by experts in the industry as well as access to NASSCOM Foundation’s network of tech for good leaders in the country. The Forum aims to drive CSR capital to encourage and scale innovations across relevant and topical themes in the country.

Punjab Industrial Policy to Propel MSME Growth: Rakesh Verma

Chandigarh 20th September:- MSME is the key engine of social and economic growth of the country, and the forthcoming industrial policy of Punjab puts special emphasis to propel its progress in the state, said Rakesh Verma, Secretary of Industries and Commerce, Punjab.
Speaking at the inaugural of the one-day conference organized by PHD Chamber of Commerce and Industry, on “Propelling MSME Growth”, he said that the state government intends to stimulate industrial revival in the state by creating conducive environment for industry, ensure skills development and open newer employment opportunities for the youth.
He asked the industries to form clusters in their respective areas for which the state government would facilitate access to substantial Centre’s grant and other infrastructure support.He added that cluster development is one of the key strategy that the state government has planned in the state.  He informed that there are over 1.5 lakh MSME units in Punjab and state is setting up Bureaus to facilitate regulatory clearances, and fiscal incentives, besides setting up 10 new Technical Centres in next two years to propel economic growth.
Rakesh Verma said that a facilitation council of Punjab government is already helping MSMEs to sort out the issues of delayed payments and more such branches are planned to be opened in Punjab.
Regional Director of Reserve Bank of India, Nirmal Chand,  informed that RBI has taken several initiatives under National Mission for Capacity Building of banking sector to sensitise them to meet the need of the industry in the country, simplify the documentation process, and make disbursements time-bound, apart from offering 100 % collateral –free finance to the startups.
On the other hand, RBI is in touch with industry and helping them understand the significance of documentation for quick approvals of loans from the banks.
SIDBI’s Regional Director, Anand Prakash Srivastav, informed about their advanced Skills Development Centre set up in Mohali with stimulator which is guaranteeing 100 percent employment to youngsters, and has also signed up an MoU with Mohali Industries Association, on whose recommendation, as per the parameters of due diligence, collateral free loan would be available to the industrial units.
SIDBI is also organizing financial health checkup camps in the region where balance sheet and other financial documents of industry are analysed to point out discrepancies, if any, so that access to finance becomes trouble-free.
Later, Punjab’s Director Industries & Commerce, D.P.S. Kharbanda, asked the industry to form clusters and take advantage of team-work for which the government would lend all support.
Ashok Sangwan, Director Industries & Commerce, Haryana, informed that a Mini Cluster Scheme has been launched where the state government provides almost 90 percent of the funding upto Rs.2 crores, and Haryana intends to setup 25 such mini clusters by 2018.
The state government is reaching out to industry and resolving the issues of MSMEs right on the spot through its ‘Samadhan Divas’ programme being implemented in 10 industrial districts of Haryana.
A K Malhotra, General Manager (Technical), Industrial Development-cum-Facility Centre, UT Chandigarh informed that for public procurements by UT Administration, preference is given to MSMEs, and through single-window portal all clearances and approvals can be obtained online.
Ashwani Kumar, Assistant Manager, National Small Industries Corporation informed that technical and marketing support is being provided to MSMEs free of cost.
Earlier, R.S. Sachdeva, Chairman of Punjab Committee, PHD Chamber, said that MSME sector requires hand-holding by all stakeholders especially the government and the financial institutions to grow and stay competitive especially in the global marketplace.


NSS Unit of GGSCW organizes “Rally For Rivers” Seminar

Chandigarh 20th September:- NSS unit in collaboration with Environment society of Guru Gobind Singh College for Women, Sector 26, Chandigarh organized “Rally For Rivers” seminar in the college today. Volunteers from Isha Foundation enlightened the students about the importance of rivers. The students were motivated to grow more trees in order to avoid soil erosion and floods. They emphasized on participation for rally for rivers by everyone who consumes water. A poster making and slogan writing competition was also held to highlight the cause of depleting rivers.
College Principal, Dr. Charanjeet Kaur Sohi applauded the efforts of college students and motivated them to contribute towards the noble cause. 


Measles Rubella Campaign Achieves Target of 92% in Chandigarh: Immunize 2,84,735 Children in the Age Group of 9 Months to 15 Years

Chandigarh 20th September:- Measles Rubella Campaign in UT Chandigarh has achieved the target of 92 % after immunizing 2,84,735 children in the age group of 9 months to 15 years. The MR Vaccination is being carried out in government and private schools .Also the outreach sessions are being conducted in Aanganwadi centers and all health facilities of Chandigarh. In 6 major hospitals i.e. PGIMER-12, GMCH-32, GMSH-16, CH-22, CH-45 and CH- Manimajra the MR vaccination is carried out daily and in rest of the health facilities MR vaccination is twice week i.e. Wednesday and Saturday.
The 3rd State Task Force meeting of MR Campaign was held under the chairmanship of Sh. Anurag Agarwal, Health cum Home Secretary, Chandigarh Administration wherein all the stakeholder were geared up to cover each and every child of Chandigarh with MR Vaccination.
The Health Department, UT Chandigarh appreciated the efforts of all the schools and the staff working hard for successful implementation of MR Vaccination Campaign. Amongst the private schools, St. Joseph’s Sr Sec School, Sector 44, Chandigarh and amongst the govt. schools, the Government High School, Hallomajra, Chandigarh have achieved highest MR vaccination coverage. But, there are few schools where the MR Vaccination Campaign is lagging behind and the catch up sessions in these schools would be planned after the examinations are over.
The representatives from WHO, UNICEF, PGIMER, GMCH-32, LIONS International and were also present in the meeting.

Chandigarh 20th September:- A team of 10 pediatric surgeons from PGIMER led by Prof Ram Samujh, Head of Department of Pediatric Surgery attended 30th International Symposium on Pediatric Surgical Research and update on newborn and fetal surgery organized by All India Institute of Medical Sciences, New Delhi at New Delhi .
Prof Ram Samujh chaired a scientific session with Michael Hollwarth (Graz, Austria) and Dr. Agostino Pierro (Toronto, Canada).
Fifteen cutting edge research and scientific papers were presented by the Department of Pediatric Surgery in the conference.
The poster entitled “Urethral Duplication in Boys” presented by Dr. Umesh Bahadur Singh (Senior Resident) under the supervision of Prof J.K. Mahajan has been awarded the best poster award by the Scientific Committee of the Workshop.
