Budget for Financial Year 2017-18:Positive and Growth Oriented:Shanti Ekambaram

Chandigarh 01st February:- Shanti Ekambaram, President, Consumer Banking, Kotak Mahindra Bank quoted that the budget presented by Finance Minister, Arun Jaitely is positive and growth oriented.  Shanti Ekambaram further mentioned that there was a lot of anticipation and apprehension about Budget 2017. There was enough to satisfy those anticipating, and relief for those who were apprehensive. The big push to expenditure for  farmers, rural sector, affordable housing and infrastructure will give a fillip to growth and employment. Putting more money in the hands of the common man through tax rate reduction, encouraging FDI, measures for education, skilling and employment of youth are all positive measures for economic growth over the next few years. A commitment to the path of fiscal prudence has been made, although fiscal deficit was pegged higher at 3.2% keeping in mind the need to increase public investments in the absence of private sector investments to ensure GDP growth. Reduction in corporate tax rate for MSMEs, measures to increase transparency by restricting cash transactions to Rs 3 lakh and change in framework of political funding are welcome. The reduction in capital gains period for real estate is a positive move. A big thrust to digital transactions is a step in the right direction. Overall, it is a positive budget with focus on the right segments, with an aim to increase tax to GDP ratio and targeted expenditure to give growth and employment a fillip.




गांधी की पुण्यतिथि पर हुआ डा.एम.एम. जुनेजा की पुस्तक का विमोचन

Chandigarh 01st February:-सैक्टर 16 स्थित गांधी स्मारक भवन में राष्ट्रपिता महात्मा गांधी की 69 वीं पुण्यतिथि पर गांधी स्मारक निधि, पंजाब, हरियाणा एंव हिमाचल प्रदेष और आचार्यकुल चण्ड़ीगढ की ओर से शहीदी दिवस का आयोजन किया गया। जिसमें ट्राईसिटी के बुद्धि जीवियों एंव आम नागरिकों ने राष्ट्रपिता को अपने श्रृद्धा सुमन अर्पित किये। इस अवसर पर सुप्रसिद्ध इतिहासकार डा. एम.एम. जुनेजा की 29 वीं पुस्तक -गांधी राष्ट्रपिता भगत सिंह शहीदे आजम क्यां? का विमोचन किया गया। पुस्तक विमोचन समारोह के मुख्य अतिथि सुप्रसिद्ध सोषल एक्टिविस्ट इंजिनियर श्री आनन्द प्रकाष थें। जबकि जाने माने गांधी वादी नेता के.के. शारदा ने समारोह  की अध्यक्षता की समारोह में शहीदे आजम भगत सिंह के सगे भतीजे अभय सिंह संधू विषिष्ट अतिथि तथा वयोवृद्ध पत्रकार दैनिक ट्रिब्यून चण्डीगढ़ के पूर्व संपादक एंव वर्तमान में हरियाणा साहित्य अकादमी के उपाध्यक्ष राधेष्याम शर्मा तथा हरियाणा के सेवानृवित अतिरिक्त पुलिस महानिदेषक वी.के.कपूर विषेष अतिथि के रूप में उपस्थित थे।
के.के.शारदा ने अपने स्वागत अभिभाषण में लेखक डा. एम.एम. जुनेजा का हार्दिक धन्यवाद करते हुए कहा कि उनकी यह पुस्तक युवा पीढी के लिए प्रकाष पुंज का काम करेगी।
डा. एम.एम. जुनेजा ने पुस्तक पर विस्तृत प्रकाष डालते हुए बताया कि राष्ट्रपिता महात्मा गांधी शहीदे आजम भगत सिंह दोनों का उद्देष्य भारत माता को गुलामी की जंजीरो से मुक्त कराने का था, लेकिन उनके रास्ते अलग-अलग थें। महात्मा गांधी अहिंसा के मार्ग पर चलकर देष को अग्रेजों से आजाद करवाना चाहते थें। जबकि शहीदे आजम भगत सिंह उनके युवा साथी अपने क्रांतिकारी प्रयासों से अंग्रजों को जल्दी से जल्दी भारत से खदेड़ना चाहते थें। महात्मा गांधी ने पूरी दुनिया को अहिंसा का रास्ता दिखाया जबकि शहीदे आजम भगत सिंह अंतराष्ट्रीय यूथ आईकोन के रूप में दुनिया में लोकप्रिय हुए।
समारोह को संबोधित करते हुए शहीदे आजम भगत सिंह के सगे भतीजे अभय सिंह संधू ने कहा कि आज के युवाओं को शहीदे आजम के जीवन से प्रेरणा लेकर अपना तन, मन, धन सर्पित करना चाहिए यही समय की मांग है। पंजाब एंव हरियाणा उच्च न्यायलय के एड़वोकेट अरूण जौहर ने 42 वर्ष पूर्व लिखित कविता- आज उठो नौजवानो, फिर से नई दिषा दिखला दो- भटक गई है सारी दुनिया, फिर इसको मंजिल बतला दो
पंडित मोहन लाल एस.डी. स्कूल के बच्चों ने गांधी जी का प्रिय भजन- वैष्णव जन तैने कहिऐ,जो पीर पराई जाने रें पस्तुत किया। प्रातः सामूहिक श्रम दान तथा सामूहिक चरखा कताई एंव मौन श्रृद्धाजलि का कार्यक्रम भी आयोजि किया गया। मंच संचालन चण्डीगढ की जानी मानी एंकर पुनीता बावा ने किया। धन्यवाद ज्ञापन देवराज त्यागी, निदेषक गांधी स्मारक भवन ने किया




Yo-Man to confront Mr. X in Y.A.R.O Ka Tashan

Chandigarh 01st February:- Sony Sab’s Sci fi comedy gets a new twist with Mr. X(Ajay Sharma) revealing himself. The so far faceless villain, Mr. X who continuously gets defeated by Yo-Man (Aniruddh Dave) has had enough and decides to take revenge by confronting him in person.
In this week’s story, Mr. X will devise a new evil plan to beat Yo-Man and extort money from the citizens of the city. He creates an army of tiny robotic mosquitoes whose bite causes the victim to laugh uncontrollably to the extent of becoming breathless and falling sick. People in the city are terrified by these swarm of mosquitoes. Mr. X starts extorting money from the people in return of the cure. The doctors and scientist in the city are baffled as they are unable to find the cure for the disease. Even Yo-Man encounters the mosquitoes but they unable to affect him in any way, which makes Mr. X even more angry.
In a quest to find a solution to destroy them, Yo-Man catches a mosquito and seeks help from Professor Agarwal (Rakesh Bedi). Promising to resolve this solution, Professor Agarwal hacks into a transmission dish antenna and turns it into a strong electromagnet. Yo-Man lures the mosquitoes into its range and barely escapes himself. The mosquitoes are destroyed by the intense magnetic field. The people in the city are happy and they celebrate their joy, but their happiness is short lived because Mr. X launches double the number of mosquitoes with a vengeance.
Yo-Man gets worried and now the only option left in front of him is to face Mr. X and steal his remote control through which he controls the mosquitoes.
Commenting on the track, Aniruddh Dave who plays Yo-Man said that with his evil plans, Mr. X tries to destroy the city and extort money from the people. Yo-Man who is always ready to safe guard people tries his best to eradicate the mosquitoes but in vain. Finally when he sees no solution he decides to come face to face with Mr.X. It will be interesting to see their confrontation.

Computer Emergency Response Team Need of the Hour:Reshmi Khurana

Chandigarh 01st February:- Reshmi Khurana, Managing Director and South Asia Head, Kroll, quoted that the proposed Computer Emergency Response Team is the need of the hour. It will encourage companies that have faced cyber incidents to report such incidents to the regulators and will hopefully lead to an organized effort against perpetrators of cyber-crimes. Currently organizations are not necessarily obligated to report cyber-crimes; they deal with them privately, because reports of such crimes can have an adverse effect on their reputation. Kroll’s Global Fraud Report for 2016/17 indicates that 73% of participants in India reported experiencing a cyber incident in the past year, indicating that this is a long term threat.

Chandigarh State AIDS Control Society to organize “AIDSCON–6–Toward AIDS Free World”

Chandigarh 01st February:- Chandigarh State AIDS Control Society is organizing two day’s conference “AIDSCON–6–Toward AIDS Free World” on 3rd & 4th February, 2017 at IMA Complex Sector-35 B, Chandigarh.  The conference will be inaugurated by VP Singh Badnore, Governor of Punjab and Administrator, U.T. Chandigarh along with Parimal Rai, Advisor to Administrator UT, Chandigarh and Anurag Aggarwal, Home Secretary-cum- Secretary Health U.T., Chandigarh.
Giving more detail about the “AIDSCON”, Dr. Vanita Gupra, Project Director, CSACS said that the conference is primarily planned as a mainstreaming activity to sensitize and attempt to involve the community in the AIDS Control Programme. She further said that the objective of the conference is to consolidate all efforts carried out regarding control of HIV/AIDS and bring together all partners on one platform. Since a lot of work has being done by various agencies in this field it is desirable that there should be some kind of coordination between the agencies and exchange of ideas, thoughts and knowledge. AIDSCON will provide an appropriate platform for the same.
She further said that Chandigarh State AIDS Control Society is the only State AIDS Control Society in the country that has ever organized a conference like AIDSCON and has been doing it very successfully from the last five years. This year also Chandigarh SACS has worked hard to bring together on one platform the service providers, policy makers, researchers, students and beneficiaries.
Chandigarh State AIDS Control Society has taken major steps over the past years to control the HIV/AIDS prevalence in the Union Territory and the surrounding areas. The prevalence of HIV in an area is measured by the positivity amongst Pregnant Women. In Chandigarh, this positivity has reduced from 0.27% in 2008 to 0.11% in 2016. The HIV positivity among the general population has also come down from 7.12% in 2008 to 0.81% in 2016.
The High Risk Groups have also been showing a decreasing incidence of HIV new infections. Similarly Sexually Transmitted Infections have also shown a decline. The prevalence among Intravenous Drug Users continues to be the same as in the past years and is something that is being addressed aggressively.
At the moment there are 4550 patients alive and on ART in the centre at PGI. Out of these, 578 (12.70%) are from the local population. It is important to remember that the patient load in Chandigarh is actually a reflection of the region as the States of Punjab, Haryana and Himachal Pradesh contribute to the patient load. As PGI is a tertiary health centre, the referred patients reach here usually at a late stage in their disease. This results in larger number of deaths. The number of patients started on the treatment in the ART Centre has been a stable figure since 2012.
Another indicator of low prevalence of HIV is the positivity in the Blood Units collected through Voluntary Blood Donations in the Blood Banks. It is seen that the HIV positivity in the Blood Units is also very low i.e. 0.03%.
Dual elimination of congenital HIV & Syphilis is an important target for Chandigarh. It is being ensured that all pregnant women are tested for HIV & Syphilis and treatment started if required. This will ensure a healthy baby. This way paediatric HIV will soon be stopped.
In Chandigarh regular awareness activities have helped to bring down the HIV prevalence in the city. People are adopting healthy lifestyles including safe sex practices. The voluntary testing at Integrated Counseling and Testing Centers has increased.


Budget for Financial Year 2017-18:4312.40 Cr Fund Allocated to Chandigarh

Chandigarh 01st February:-The Budget for the Financial Year 2017-18 allocated under the Capital and Revenue Sections as Govt. of India has done away with the system of Plan and Non-Plan. The total Budget allocated in 2016-17 was Rs. 3937.79 Cr.  Comprising of Rs. 444.71 Cr. under Capital and Rs. 3493.08 Cr. under Revenue.
Fund allocated in the financial year 2016-17 was Rs. 3937.79 Cr which was increased to 4268.75 Cr. i.e. 8.40% increase over original funds allocated. The bifurcation of the increase allocation was: Rs. 200.00 Cr. for Land Acquisition, Rs. 100.00 Cr. for Kajauli Water Works and Rs. 30.96 Cr. for various objects like Wages, Supply & Material etc. 
In the financial year 2017-18, Rs. 4312.40 Cr. (Capital Head – 475 Cr. & Revenue Head – 3837.40 Cr.) has been provided by the Govt. of India.  The percentage increase is 9.51% over the last year original budget allocation (Rs. 4312.40 Cr. / Rs. 3937.79 Cr.).

The Major Distribution under the various sectors is as under:-
MUNICIPAL CORPORATION:
Ø  Rs. 419.26 Crs. has been provided to the Municipal Corporation for meeting various Development works under different services. This includes Rs. 100.00 Crs. for Smart City and Rs. 50.00 Crs. for Kajauli Water Works.    
RURAL & URBAN DEVELOPMENT  
Rs. 260.55 Crs. has been provided for the improvement of rural as well as urban infrastructure.
The projects involved under rural development are as under:-
Ø   Operation and maintenance of rural sewerage network of 13 number villages.
Ø   Providing & rejuvenation drinking water tubwells in village Daria, Behlana, Khuda Jassu and Kaimbwala.
Ø   Construction, widening, strengthening and re-carpeting of Phirini and approach roads of 13 Villages.
Ø   Street Lighting through underground cable.
The projects involved in development of urban infrastructure are as under:-
 Ø   Construction, widening, strengthening, maintenance of urban roads and national highways falling under the jurisdiction of Chandigarh.
Ø   Intelligent Traffic Management System.
Ø   Construction of New U.T. Secretariat Building.
Ø   Construction of Cycle Track, Footpath and way finding signage system within the city.
Ø   Preservation, restoration and illumination of Capital Complex.
Ø   Replacement of existing street lights with LED lights.
Ø   Revitalization of City Centre Sector – 17.
Ø   Carrying out works of water supply, sewerage and storm water drainage.
Ø   Construction of 66 KV Grid Substation at Diesel Power House, Sector-26, up-gradation of 33 KV Substation to 66 KV Substation in Sector-18, Sector-34.
Ø   Construction of smart grids, conversion of overhead systems with underground in Sector-8 as model project.
Ø   Construction of Judges Houses in Sector-10.
Ø   Construction of Multi Level Parking in Judicial Academy and holistic development of Punjab and Haryana High Court alongwith up-gradation of Court Rooms for various judges.
EDUCATION:-
 Rs. 70.24 Crs. has been provided for development of infrastructure and other activities in Education Sector, the brief of which is as under:-
Ø   Improvement of quality education by developing e-contents alongwith digital teaching aids, providing work books to poor under graduate girl students and laptops.
Ø   Construction of Govt. High School in  PGIMER-Sec- 12, Village Maloya (pocket 1 & 2), Raipur Kalan, Mauli Jagran & in Industrial area Phase-III.
Ø   Construction of 3 New Mini Sports Complex in Sector 8, 19, & 21.
Ø   Construction of 5 Sports Complex in Sector 34,38,50,56 & Manimajra.
HEALTH:-
Rs. 52.35 Crs. has been provided for the development of infrastructure in Health Sector, the brief of which is as under:-
Ø   Construction of 50 bedded hospital in village Maloya & Construction of 100 bedded hospital in Sec-48.
Ø   Construction of Administration Block at GMSH- Sector 16.
Ø   Construction of 32 No. houses for GMCH Staff in Sector 48.
Ø   Construction of Academic Block Part-II in RIMH, Sector 31.
Ø   Completion of Mental Health Institute Sector 32.
TRANSPORT:-
Ø   Rs. 24.53 Crs. has been provided for purchase of Coronas and TATA make buses to strengthen the public transport system and constructions of depots.
Ø   Construction of Extension to ISBT in Sector-43.
ENERGY:-
Ø   Rs. 17.70 Crs. has been provided to ensure uninterrupted and better power supply under Solar City Programme.
