23rd September:- A meeting was held today at the UT guest
house regarding arrangements to be done for the smooth conduct of General
Elections of Municipal Corporation, Chandigarh likely to be held in the month
of December, 2016. The meeting was held under the chairmanship of Rakesh Mehta,
State Election Commissioner, U.T., Chandigarh in the presence of Anurag
Agarwal, Home Secretary-cum- Secretary Local Government, Ajit Balaji Joshi, Deputy
Commissioner-cum- Additional Chief Electoral Officer, Dr. S.B. Deepak Kumar, Special
Secretary Personnel, Kriti Garg, Joint Chief Electoral Officer, Amit Talwar, Additional
Deputy Commissioner-cum-Director Transport, Virender Chaudhary, Joint
Commissioner, MC and Rubinderjit Singh Brar, Director School Education.
The Secretary Local Government
intimated that general elections to M.C.C. will be held from the existing 26
wards. The reservation of five wards for scheduled caste candidates for the
upcoming general election to the Corporation shall be made afresh on the basis
of maximum percentage of scheduled caste population as shown in the latest
Census of 2011 and defined in Sub-Section (36A) of Section 2 of the Punjab
Municipal Corporation Act, 1976 as extended to U.T. Chandigarh.
The State Election Commissioner
intimated that the reservation of wards for S.C. (including S.C.(Women) &
Women will be made through draw of lots on 14th October, 2016.
During the meeting discussions
and decisions were made on the proper arrangements to be done by various
departments prior to the General Elections for 26 wards in the month of
December, 2016, Adoption of Modern Technology as a Pilot Project during the
General Elections 2016 on selected polling booths, Adequate measures will be
adopted to increase the percentage of voting by creating awareness regarding
the General Elections 2016 through various activities like advertisements,
publicity material and promotions., Persuasion to the general public through
media to get their names registered as electors before the last date of filing
of nominations by the contesting candidates, People to be educated and informed
about the General Elections 2016 by deploying Booth Level Officers to
distribute voting slips in every household, The Election Commission desired
that the Chandigarh Administration will impose ban on the transfer of officers
and officials of the Chandigarh Administration during the period from 15th
October to 20th December, 2016 in the interest of smooth polling and
the District Magistrate & the Chandigarh Police will make adequate
arrangements for the proper implementation of the Model Code of Conduct and
provisions of Delhi Prevention of Defacement of Property Act, 2007 as extended
to U.T. Chandigarh.
